La capacidad económica y fiscal de las entidades federativas ante la transformación socioinstitucional de finales del siglo xx

Abstract

El planteamiento económico-evolucionista considera que a finales del siglo XX se abrió un proceso de transformación caracterizado por el agotamiento del sistema tecnoeconómico de producción en serie y consumo de masas y el surgimiento de otro sustentado en el desarrollo, aplicación y difusión de las nuevas tecnologías basadas en la informática, la microelectrónica, las telecomunicaciones, el creciente papel del conocimiento y el impulso de la organización y gestión flexible en la producción. La conjunción de la revolución tecnoeconómica y las transformaciones radicales en la estructura institucional han dado lugar a una nueva configuración espacial del capitalismo. Por supuesto que este proceso de cambio tecnoeconómico, institucional y espacial ha hecho necesario adecuar las instituciones sociales y particularmente el papel y las funciones del Estado. Comprender la lógica de estas transformaciones constituye la base explicativa de las fuerzas que están influyendo en los cambios en el federalismo fiscal mexicano. Of course, this process of techno-economic, institutional and spatial change has made it necessary to adapt social institutions and particularly the role and functions of the State.
