Habilitación del ecosistema de servicios virtuales digitales: gestión programática de proyectos (SGP), gestión de indicadores y cuadro de mando (SGI-CMI), entorno virtual de aprendizaje (EVA), nube colaborativa (NC) y Mapoteca Digital (MD) – Resultado parcial 1 del proyecto PAGINA 2024

Abstract

Durante 2024, el proyecto PAGINA (Plataforma Articulada para la Gestión de la Información Nacional Ambiental) logró la habilitación del ecosistema digital de servicios basado en software libre, en correspondencia con los objetivos y cronograma previstos. Se implementaron y pusieron en funcionamiento los siguientes componentes: Redmine como Servicio de Gestión Programática de Proyectos (SGP), accesible en ¨gesproy.pagina.cu¨; Moodle como Entorno Virtual de Aprendizaje (EVA) en ¨eva.pagina.cu¨; Nextcloud como Nube Colaborativa (NC) en ¨nubeproy.pagina.cu¨; GeoNode como Mapoteca Digital (MD) en ¨idema.geotech.cu¨; SGI-CMI para gestión de indicadores y cuadros de mando en ¨indicadores.pagina.cu¨; FreeIPA + WSO2 Identity como proveedor centralizado de autenticación única; y Rocket.Chat como sistema de mensajería institucional en ¨chat.pagina.cu¨. Todos los servicios fueron desarrollados siguiendo la metodología ProDeSoft de XETID y se integran mediante autenticación única (SSO), garantizando interoperabilidad, seguridad y trazabilidad. La infraestructura se aloja en el Centro de Datos de CITMATEL, aprovechando las capacidades creadas por el proyecto internacional infoGEO. Este ecosistema constituye la base tecnológica para la transformación digital del Sistema de Información Ambiental (SIA) y su articulación con los ejes estratégicos del PNDES 2030. El resultado fue validado en tres Consejos Científicos del IGT y está disponible para su generalización en el sistema nacional de CTI. No se reportan patentes, pero sí un avance significativo en soberanía tecnológica, reutilización de infraestructura y fortalecimiento de capacidades digitales en el sector ambiental cubano. In 2024, the PAGINA project (Articulated Platform for National Environmental Information Management) successfully deployed its digital services ecosystem based on open-source software, fully aligned with planned objectives and timelines. The following components were implemented and activated: Redmine as the Programmatic Project Management Service (SGP) at ¨gesproy.pagina.cu¨; Moodle as the Virtual Learning Environment (EVA) at ¨eva.pagina.cu¨; Nextcloud as the Collaborative Cloud (NC) at ¨nubeproy.pagina.cu¨; GeoNode as the Digital Map Repository (MD) at ¨idema.geotech.cu¨; the Indicator and Dashboard Management System (SGI-CMI) at ¨indicadores.pagina.cu¨; FreeIPA + WSO2 Identity for centralized single sign-on (SSO); and Rocket.Chat for institutional messaging at ¨chat.pagina.cu¨. All services were developed following XETID’s ProDeSoft methodology and integrated via SSO, ensuring interoperability, cybersecurity, and traceability. The infrastructure is hosted at CITMATEL’s Data Center, leveraging assets created by the international infoGEO project (GEF-PNUD). This ecosystem provides the technological foundation for the digital transformation of Cuba’s Environmental Information System (SIA) and its integration with strategic sectors of the National Economic and Social Development Plan (PNDES) 2030. The result was validated through three Scientific Council reviews at the Institute of Tropical Geography (IGT) and is ready for national scaling across Cuba’s science, technology, and innovation system. While no patents were produced, the project represents a significant advance in technological sovereignty, infrastructure reuse, and digital capacity-building for environmental governance in Cuba, with potential regional relevance.
