Definición e identificación de los indicadores hidroambientales

Abstract

Los métodos para la evaluación de todos los impactos posibles de los proyectos hidráulicos, están aún en proceso de desarrollo. Los problemas del análisis, interpretación y presentación son inmensamente complejos cuando un proyecto debe ser evaluado para satisfacer varios objetivos y numerosos impactos. En general, los factores a considerar usualmente incluyen temas del desarrollo económico nacional, la calidad ambiental, el desarrollo regional y el impacto social. En esta contribución se discute el concepto de indicador hidroambiental y se presenta el diseño de sendas matrices de impacto ambiental sobre el régimen y la calidad de las aguas subterráneas, respectivamente. Estas tienen el objetivo de ofrecer una aproximación a la cualificación de los efectos favorables o no deseados, indistintamente, de las acciones antrópicas sobre los acuíferos. Este artículo es una síntesis de los capítulos Indicadores Ambientales y Evaluación de Impactos sobre las Aguas Subterráneas, del Curso Itinerante de postgrado sobre Protección de Acuíferos, impartido por el Grupo de Aguas Terrestres, Instituto de Geofísica y Astronomía. Methods for the assessment of all possible impacts of the hydraulic projects still in development. Problems concerning the analysis, interpretation and presentation are truly complex when a project has to be evaluated for the satisfaction of various goals and meets numerous impacts. Commonly, factors involved are mainly related with the national economic development, the environmental quality and the social impact. This paper discusses the concept of indicator for acuatic environment and presents the structure of two matrixes for environmental impact assessment on the regime and quality of ground waters. These matrixes intends to asses qualitatively the favourable or undesired effects of human actions on aquifers. The paper is a synthesis of the chapters Environmental Indicators and Environmental Assessment of Groundwater Impacts, of the Postgraduate Itinerant Course on Aquifer Protection and of the Postgraduate Course on Ecohydrology, respectively, lectured by the Group of Terrestrial Waters of the Institute of Geophysics and Astronomy.
