Formación de recursos humanos para el desarrollo integral de microcuencas hidrográficas

Abstract

Uno de los problemas más graves que afecta las actividades económicas y agropecuarias del sector rural, en las cuencas hidrográficas de México, es la continua y permanente degradación de los recursos naturales. Problema, en el cual están involucrados aspectos ambientales, sociales y económicos. Ante ésta situación y como parte de las acciones de rehabilitación de los recursos naturales, en la unidad territorial denominada microcuencas, la Secretaria de Agricultura, Ganadería, Desarrollo Rural, Pesca y Alimentación (SAGARPA) a través del Fideicomiso de Riesgo Compartido (FIRCO), actualmente desarrolla y realiza acciones simultaneas en todo el país, en poco más de 800 microcuencas, con el objeto de llevar a cabo un manejo integral de los recursos naturales y de los ecosistemas artificiales, como premisa básica, para elevar los niveles de producción y productividad de las actividades agropecuarias, forestales, acuícolas y demás asociadas al medio rural. Esta es una tarea que lleva a cabo el Plan Nacional de Microcuencas, el cual está dentro de la estructura del FIRCO, para contribuir a propiciar un escenario favorable para que se pueda lograr el mejoramiento de las condiciones y calidad de vida de las familias rurales e impactar de manera favorable en la relación entre la sociedad rural y la urbana. Debido a los altos niveles de deforestación y de erosión de los suelos que se presentan en las áreas de captación y de recarga de las cuencas, se estima que del total de la precipitación que se presenta, únicamente el 22% de la lluvia logra infiltrarse hasta los mantos freáticos. El restante 78%, es aprovechado, en parte por los cultivos (temporal y riego) y por la vegetación nativa existente, pero la mayor cantidad se pierde por escorrentias y evaporación.
