Instrumento económico y metodológico para la gestión ambiental de humedales naturales cubanos con importancia internacional.

Abstract

La gestión ambiental de los humedales naturales cubanos con importancia internacional requiere de un nuevo instrumento económico, sin embargo, se identifican insuficiencias en el orden teórico y metodológico para satisfacer las actuales condiciones del país. El trabajo aporta conocimientos a través de la discrepancia con otros autores y el contenido de los conceptos que permiten la interpretación del nuevo instrumento. Se identifica a la valoración económica total como la etapa más importante y la de mayor rigor académico del instrumento. Se minimiza el uso de técnicas subjetivas y se plantea el aprovechamiento de los beneficios económicos aportados por el manejo de esta diversidad biológica en función del fortalecimiento de la sostenibilidad. Aunque el instrumento se distingue por su contenido económico, interrelaciona a las tres dimensiones del desarrollo sostenible. Se caracteriza por ser flexible, sistémico y dinámico. Por primera vez se considera la inversión dirigida hacia las condiciones de vida en las comunidades ubicadas en la zona de amortiguamiento como parte del instrumento. Representa un importante aporte al reclamo de la Ley 81, base del marco legal y se precisa de una cuenta para áreas protegidas dentro del fondo nacional del medio ambiente. El diseño es validado en el humedal natural “Río Máximo”, de Camagüey y los resultados finales contienen la redistribución racional de los recursos financieros estimados a partir de cinco variantes evaluadas económica y financieramente. El instrumento puede replicarse al resto de los humedales naturales y ajustarse a otras áreas protegidas del país y fuera de éste con contextos económicos similares. The environmental management of Cuban natural wetlands with international importance requires a new economic instrument, however, insufficiencies are identified in the theoretical and methodological order to satisfy the current conditions of the country. The work provides knowledge through the discrepancy with other authors and the content of the concepts that allow the interpretation of the new instrument. The total economic valuation is identified as the most important stage and the one with the greatest academic rigor of the instrument. The use of subjective techniques is minimized and the use of the economic benefits provided by the management of this biological diversity is proposed in order to strengthen sustainability. Although the instrument is distinguished by its economic content, it interrelates the three dimensions of sustainable development. It is characterized by being flexible, systemic and dynamic. For the first time, investment directed towards living conditions in the communities located in the buffer zone is considered as part of the instrument. It represents an important contribution to the claim of Law 81, the basis of the legal framework and requires an account for protected areas within the national environmental fund. The design is validated in the "Río Máximo" natural wetland, in Camagüey, and the final results contain the rational redistribution of financial resources estimated from five variants evaluated economically and financially. The instrument can be replicated to the rest of the natural wetlands and adjusted to other protected areas in the country and outside it with similar economic contexts. (traducción automática)
